The Kentucky Supreme Court has ruled that public funds must be spent in such a manner as to be beneficial to the public and not predominately personal in nature. In keeping with that ruling the City of West Buechel finds the following activities to be prohibited:
(A) Expenditures made specifically to benefit one person or a small number of persons which has no overall value to the community as a whole;
(B) Payment for work done on private property or to improve the value of private property;
(C) Use of city employees or city paid contract laborers to perform work for private individual(s) or on the property of private individual(s);
(D) Use of city funds, discounts, property or equipment for personal benefit to one person or a small number of persons; and
(E) Use of city funds to provide gifts, awards, prizes, remembrances, parties, or any other type of special recognition to one person or a small group of persons which has no overall value to the community as a whole.
