All labor done on behalf of the city by non-employee persons must be supported by a written agreement which specifies the terms and conditions of the work to be done and the terms of payment. All contracts will be reviewed by the City Attorney prior to approval to ensure that the agreement includes sufficient detail to protect the city’s interests.
