SCHEDULE II. WEIGHT LIMITS.
   (A)   No person shall operate any vehicle exceeding 10,000 pounds gross weight at any time upon any of the following city streets, except that such vehicles may be operated thereon for the purpose of delivering or picking up materials, merchandise, or household goods, and sanitation vehicles may be operated thereon on their regular pick-up routes:
