§ 31.46 CODE ENFORCEMENT OFFICER.
   (A)   The city hereby creates the appointed position of Code Enforcement Officer. Such Code Enforcement Officer shall be appointed by the Mayor, with the majority approval of the City Council. The Code Enforcement Officer may be dismissed on the sole authority of the Mayor.
   (B)   The Code Enforcement Officer shall have all the powers and authority extended by KRS 83A.087 and 83A.088. The Code Enforcement Officer shall not be a peace officer and shall not have the power of arrest.
   (C)   The Code Enforcement Officer shall observe the following duties and procedures:
      (1)   Duties. The Code Enforcement Officer shall enforce the city ordinances in the areas of:
         (a)   Parking, including but not limited to; parking in the wrong direction, vehicles parked on grassy areas, parking on city streets across from another parked vehicle, parking across driveways, parking across sidewalks, inoperative and unlicensed vehicles, parking boats and/or recreational vehicles in front of home, fire lane, and disabled person parking.
         (b)   Beautification, hazardous conditions on property, sidewalk maintenance, unleashed and unattended animals outside of the yards, residents cleaning up after animals, residents keeping their animals from making disturbances. The Code Enforcement Officer will enforce further violations which are stated in the state county and local ordinances.
         (c)   Investigate and report compliance with the purchase of business license for all persons, firms, organizations or corporations doing business within the city limits.
      (2)   Procedures. The Code Enforcement Officer shall respond to written complaints, referrals from City Council members, other city officials and residents. The Code Enforcement Officer shall undertake a periodic city inspection either by foot or car with routes to be varied and a log sheet kept of activities complete any and all other forms supplied by the Mayor. Every initial contact on a condition which the Code Enforcement Officer determines to be a violation shall be in the form of a verbal or written warning or citation as determined by the Code Enforcement Officer. Each of such verbal warnings is to be documented on forms provided by the city.
