§ 31.45 CITY ATTORNEY.
   (A)   (1)   Pursuant to KRS 83A.080 and 83.130(12), in order to provide the city administration with readily available legal services there is hereby created the position of City Attorney. By and with the advice and consent of the City Council, the Mayor shall appoint a qualified practicing attorney-at-law of Jefferson County certified as being in good standing with the Louisville and Kentucky Bar Associations to the position of City Attorney, in accordance with agreed upon terms and conditions of employment approved by the City Council. The approved terms and conditions of employment shall be confirmed by municipal order.
      (2)   Whenever deemed of interest to the city, the Mayor with City Council approval, may temporarily employ an attorney-at-law for special services to assist the City Attorney whenever necessary.
   (B) It shall be the duty of the City Attorney to perform the following services:
      (1) To do and perform all acts and things authorized or required by statute or by city ordinance.
      (2) To give legal counsel, advice, and assistance, when requested, to city officers, the Chief of Police, and other personnel of the city upon request of the Mayor concerning their responsibilities and duties.
      (3) To prepare ordinances, contracts, City Council orders, and other legal instruments of the city.
      (4)   To attend City Council meetings, assist in conducting special investigations and hearings ordered by City Council, and to act as the official parliamentarian at all City Council meetings.
      (5)   To defend any action which may be instituted against the city or an elected or non-elected officer or employee by reason of an act or thing done in the line of duty and in the course of employment.
      (6)   To do and perform all other duties of a legal nature affecting the city, and to perform such other compatible duties in harmony with the position of City Attorney, requested by the Mayor or City Council.
