§ 141.05 LIENS.
   The city may place a lien upon any property for the reasonable costs and expenses incurred by the city in the elimination, obliteration or removal of graffiti upon which the owner/responsible party has been given notice pursuant to § 141.04 and has failed to act. The lien along with the affidavit of the West Buechel Code Enforcement Officer shall be recorded in the Office of the Jefferson County Clerk. The owner(s) of the real estate subject to the lien herein provided shall be personally liable, jointly and severally, if there is more than one owner listed on the deed, for the amount of such lien, including all interest (12% per annum thereafter until paid), civil penalties and other charges, including reasonable attorney fees and court costs. The city may, in its discretion, institute a civil lawsuit against the property owner(s) for the collection of monies owed, with the same remedies provided for the recovery of any debt owed.
