§ 141.02 RESTRICTED ACTIVITY SUBJECT TO CIVIL PENALTIES.
   (A)   No person shall place graffiti on a wall or other surface or deface said surface with the intent of the writings or drawings being seen by the public, without the express consent of the owner or occupant of the property.
   (B)   All sidewalks, walls, buildings, fences, signs and other structures or surfaces shall be kept free from graffiti when the graffiti is visible from a street or sidewalk or from any other public or private property.
   (C)   Removal of the graffiti by the property owner or other responsible party must occur within ten working days of issuance of a notice of violation, citation or order unless the cited individual has filed a notice of review pursuant to § 141.04(B)(3), in which case removal activity is stayed until the review is completed.
