§ 31.36 CITY CLERK-TREASURER.
   (A) Establishment. The city hereby establishes the office of the City Clerk-Treasurer and Administrator of City Occupational Licenses Tax.
   (B) Appointment. Pursuant to the provisions of KRS 83A.080 and 83A.l30 deemed to apply to appointment, function, and duties required of the office of the City Clerk-Treasurer, the Mayor as the executive authority of the city, subject to approval of the City Council, shall appoint for an indefinite term a City Clerk-Treasurer who shall be subject to removal from office by the Mayor at will.   
   (C) Oath and bond. An appointed City Clerk-Treasurer, before entering upon the duties of the office, shall be sworn in as required by section 228 of the Kentucky Constitution, and execute a fidelity and performance bond to the city in an amount of not less than $20,000, subject to City Council approval.
   (D) Compensation. Compensation authorized to be paid the City Clerk-Treasurer for conditions of employment and services shall be fixed by the City Council by ordinance.
   (E) Qualifications. The City Clerk-Treasurer shall be a commissioned Kentucky State At Large Notary Public, for the general purpose of taking affidavits; attesting written and typed instruments, documents, oral hearings, and reports of investigation; and taking of oaths when person is required or may wish to execute a statement under oath of concern or of interest to the city.
   (F) Duties.
      (1) The City Clerk-Treasurer shall be the custodian of the city seal, and shall seal and attest all contracts of the city and all licenses, permits, and such other instruments as shall require this formality.
      (2) The City Clerk-Treasurer shall be in charge of city offices and act as custodian of city records and property therein; and shall be responsible for the processing, storage, filing, and safekeeping of all city records, except those assigned by the Mayor to and made the responsibility of the Chief of Police. The city Clerk-Treasure shall make and maintain an accurate inventory of all public property of the city, including maps, plats, and records of land sites and other real estate.
      (3)   The City Clerk-Treasurer shall be responsible for the efficient performance of the following duties:
         (a)   Attend all meetings of the City Council and prepare a true and full record of all the proceedings thereof, and of such other records as the Mayor or Council may direct to be prepared and delivered.
         (b)   Assist the Mayor in the preparation of the annual budget and other financial reports as requested.
         (c)   Obtain from the office of the Jefferson County Property Valuation Administrator records of property assessments in respect to properties located within the city, upon which tax bills shall be prepared and mailed to property owners in conformance with city ordinances and state statutes.
         (d)   Act as collector of taxes, licenses, and other debts of whatsoever kind due and owing the city.
         (e)   Act as purchasing agent for authorized city purchases.
         (f)   Receive and deposit in the depository designated by the Mayor funds and negotiable instruments accepted in payment of city taxes, licenses, and all other accounts due and owing the city; keep accurate accounts of receipts and disbursements of city funds; prepare a monthly financial report for presentation to the City Council; disburse by check, executed jointly with the Mayor, all payments authorized by the City Council; annually prepare and publish the financial statements as required by state law, perform all other duties required by law, including the keeping of records showing all payments received and paid, the source from which each payment is received, and the purpose for which each payment is made; and keep a record showing at all times the financial status of the city.
         (g)   Perform the duty of administrator of license tax. (Ord. 75, passed 6-3-86)
         (h)   No later than January 31 of each year, mail to the Department of Local Government, a list containing current city information including, but not limited to, the following:
            (1)   The correct name of the Mayor, legislative body members, and the following appointed officials who are serving as of January 1 of each year:
                  (a) City Clerk;
                  (b) City Treasurer;
                  (c) City Manager;
                  (d) City Attorney;
                  (e) Finance Director;
                  (f) Police Chief
                  (g) Fire Chief; and
                  (h) Public Works Director
               (2)   The correct name of the city, mailing address for City Hall, and telephone number of City Hall; and
               (3)   The name and telephone number of either an elected or appointed official to serve as a contact person that may be reached during normal business hours of 8:00 a.m. to 4:30 p.m.
         (i) In addition to the duties herein prescribed, the City Clerk-Treasurer shall perform such other duties as may be required by statute, ordinance, the Mayor, or City Council.
