(A) No driveway from a street or roadway shall be installed by anyone into private property until the owner of such private property first obtains a permit from the City Council for the privilege of installation. All such installations shall be in accordance with the written directions of the City Council. If the owner of private property or any other person attempts to install or does install a driveway without the permission of the City Council, the City Council may have such driveway removed. The cost of the removal shall be levied against the property owner, and the property owner shall also be cited for a violation of this subchapter.
(B) The City Council shall adopt rules and specifications governing the installation of driveways.
