(A) It shall be unlawful for any owner or person in charge of a dog to permit such animal to be on public or on any private property other than that of the owner of the person in charge or control of the dog without permission of the owner of said property, or on any streets, sidewalks, rights-of-way of Metro Government or the City of West Buechel unless the owner or person in charge of the animal:
(1) Has in his or her possession a suitable device for picking up, collection and proper sanitary disposal of the animal’s feces.
(2) Immediately remove all feces deposited by the dog in a sanitary manner.
(B) This section shall not apply to a blind or visually impaired and/or disabled person accompanied by an assistance dog.
