§ 72.47 PARKING WITH SPECIAL PERMIT.
   (A)   A motor vehicle bearing a special parking permit for disabled persons, when operated by a disabled person or when transporting a disabled person, may be parked in a designated disabled parking place or when parked where any parking limit is imposed, may be parked for two (2) hours in excess of that parking limit. Such motor vehicle may be parked in a loading zone for that period of time necessary to permit the entrance or exit of the disabled person from the building or to permit the entrance or exit of a disabled person form the parked vehicle, but in no circumstances longer than thirty (30) minutes.
   (B)   This section shall not be deemed to permit parking in a no-stopping or no-parking zone, where parking is prohibited for the purpose of creating a fire lane or to accommodate heavy traffic during morning, afternoon, or evening hours, or to permit a motor vehicle to be parked in such a manner as to constitute a traffic hazard.
   (C)   The owner of any vehicle marked with a special parking permit which is not being used for the benefit of a disabled person or, while being used for the benefit of a disabled person, exceeds the time limit set out above shall be fined as set forth in § 10.99.
   (D)   The owner of any vehicle parked in a "disabled only" parking area with an expired special parking permit shall be fined as set forth in § 10.99.
   (E)   Only those persons whose vehicle displays a properly issued handicapped permit shall be permitted to park in those spaces designated and set aside for use by the aged and disabled.
   (F)   Authorized persons employed by the city shall have the authority and jurisdiction to enforce this subchapter and issue citations to offenders who are in violation of the language herein.
