(A) Any person, firm or corporation violating the above procedure shall be notified in writing.
(B) The city shall:
(1) Notify the person, firm or corporation performing the construction to cease and desist within five (5) days from the date of the notice;
(2) Should the person, firm or corporation fail to cease and desist, the city shall obtain appropriate injunctive relief or, in the alternative, in cooperation with the responsible public agency, cause the action to cease;
(3) Continued acts shall be prima facie violation of this chapter; and
(4) The expense incurred shall be a lien on the property affected.
