In order to assure the orderly flow of water, the following steps are required before any property owner, lessee, renter or other person, firm or corporation in control of property shall undertake any improvement:
(A) The person, firm or corporation undertaking the improvement shall obtain from the appropriate agency of Jefferson County a permit showing the plan of construction and receive approval of the plan.
(B) The Metropolitan Sewer District of Louisville, Jefferson County, shall approve the plans.
(C) The city shall be notified in writing, with a copy attached of the permits obtained, of the intention of the person, firm or corporation seeking to undertake the improvement, after which time the plan will be considered for approval by the city.
(D) No approval for any plan by the city shall imply that the construction, if completed, shall remain unchanged should the rules, regulations or statutes governing the public authorities mentioned above be changed or otherwise modified.
