The city shall enter into a contract for a fixed or set period of time not inconsistent with the constitution for statutes of the state with an authorized and approved sanitation service by advertising in a qualified newspaper for sealed bids for the contract. Upon the receipt of all bids, such bids shall be turned over to the Chairman of the Public Works Committee of the City Council, who shall not open them until the City Council meets at one of their regular meetings. The city shall make the final award in accordance with applicable state law.
