(A) No person shall place or throw any refuse in any public way or public place, or upon any private property whether owned by such person or not, within the city limits except in proper containers for collection in the manner provided in this chapter.
(B) No person shall cast, place, sweep, or deposit anywhere within the city limits any refuse in such a manner that it may be carried or deposited by the elements upon any street, sidewalk, alley, sewer, or other public place, or into any occupied or unoccupied premises within the city.
