§ 36.05 RULES AND REGULATIONS.
   The Chief of Police may make or describe such rules and regulations for the guidance and efficiency of the members of the Police Department as he or she deems desirable and necessary. Such rules and regulations, when approved by the Mayor and City Council, shall be observed and binding on each member of the Department.
