Independent of the annual clean-up and inspection provided for in §§ 99.01 and 99.02, the County Health Officer or the Chief of Police shall make periodic inspection of properties within the village and shall report all violations of § 99.05 to Council, which shall thereupon, by resolution, proceed to order such nuisances abated as provided in §§ 99.03 and 99.04.
