Thereafter in the month of May of each year, the County Health Officer or, in his or her absence, the Chief of Police shall make a thorough sanitary inspection of all public and private property in the village and shall transmit his or her report together with his or her recommendations to Council on or before June 1. A copy of such report shall also be sent to the State Department of Health.
