(A) No person using a portion of a street or alley for the purpose of storing materials shall fail to place danger signals or red or amber lights around such materials at night, nor fail to take such other precautions as are necessary to prevent accident or injury to any person using such street or alley.
(B) No person shall obstruct a sidewalk or gutter on any street in the course of storing materials.
