(A) No person shall use or occupy any portion of any street or alley in the village for the purpose of moving a building at any time other than between the hours of 7:00 a.m. to 5:00 p.m. without first obtaining a permit to do so.
(B) Such permits shall be issued by the Mayor, at his or her discretion, on application therefor. Such permits shall specify to whom they are issued, for what purpose, the length of time they are to be effective, the street or alley to be used and the portion thereof which may be occupied.
