Any person desiring a license from the City shall pay to the City Treasurer the amount required for such license and take his receipt therefor, which receipt, together with his written application and bond, where bond is required, shall be filed in the office of the City Clerk. Such application shall be personally signed by the person desiring such license and shall state the purpose and time for which such license is desired, and the place where the business for which the license is sought is to be conducted.
