The service charge for this program shall be determined from time to time by a hauler contract approved and entered into by the mayor and city council. A city surcharge of not more than fifteen percent (15%) of the residential unit per month hauler fee agreed to in the hauler contract shall be added to the residential unit monthly fee to cover the costs of the solid waste and recycling services program, which include, but are not limited to, the costs of administration, education, and special events.
