No weeds such as jimson, burdock, ragweed, thistle, cocklebur, poison ivy or other poisonous vine or plant, noxious weeds shall be permitted to grow on any property in the city, and they may be destroyed by the city at the expense of the owners and/or tenants of any property in the city where they are found to be growing.
