Whenever in this Chapter any act is prohibited or is made or declared to be unlawful or a nuisance, or whenever the doing of any act is required or the failure to do any act is declared to be unlawful, when no specific penalty is provided therefor, any person violating such provision shall, upon conviction thereof, be punished by a fine of not less than ten dollars ($10.00) nor more than five hundred dollars ($500.00).
