Every sidewalk in the City which is so much worn or out of repair as to endanger the safety or persons passing over the same, is hereby declared to be a nuisance; and any person who shall suffer or permit such nuisance to exist in front of or adjoining premises owned by him, shall be subject to a penalty of one dollar ($1.00) for every day that he shall allow the same to remain, after being notified in writing by the Superintendent of Water and Streets or the Police Chief to remedy or abate said nuisance.
