It shall be unlawful for any person to mix mortar or to deposit or drop the same on any paved street, alley or sidewalk within the City. Any person who shall wilfully violate the provisions of this Section, or who shall fail or neglect to remove within twenty four (24) hours any mortar accidentally dropped upon any such paved street, alley or sidewalk, upon notice from the Superintendent of Water and Streets or any member of the Police Department, shall be guilty of a violation of this Chapter.
