It shall be the duty of every person owning, occupying or in control of any lot or parcel of land adjoining any public or private alley within the City to keep the same clean and in an unoffensive condition, and also to keep the gutter in front of such premises free from filth or other offensive matter that may prevent the free flow of water therein.
