It shall be unlawful for any person to place, set or hang out, or display over or upon any street, alley or sidewalk within the City any goods, wares or merchandise, or any showcase or fixture for displaying same, except within three feet (3') of the building or premises owned or occupied by him; provided, that no display of fruits, groceries, vegetables or other foods intended for human consumption shall be exposed for sale or advertisement within the City at a height of less than twenty four inches (24") above the level of the ground or any public walk.
