7-2-16: LIABILITY FOR DAMAGES:
Any person who shall place, leave or erect, or cause to be placed, left or erected any encroachment or obstruction in or upon any street, alley or sidewalk within the City shall in all cases be liable to the City as private persons for all injuries or damages arising therefrom. (1994 Code)
