Any person who shall set or cause to be set any telegraph, telephone or other pole upon any street, alley or other public place within the City, or shall string or hang any wire along or across any such street, alley or other public place, unless authorized so to do by the City Council, shall be fined not less than ten dollars ($10.00) nor more than one hundred dollars ($100.00) for each offense.
