Any person who shall make or cause to be made or shall maintain any enclosure, fence or building of any kind extending upon, over or across any street, alley, sidewalk or other public place within the City shall be fined not less than ten dollars ($10.00) nor more than fifty dollars ($50.00) for each offense, and every week after the first conviction that such fence or building so remains shall be deemed a separate offense.
