Any contractor for any public work, or any officer or other person making any excavation in any street, alley, sidewalk or other public place within the City who shall leave the same open and unprotected by lights or otherwise in the nighttime, so as to endanger the safety of persons or animals, shall be fined not less than ten dollars ($10.00) nor more than one hundred dollars ($100.00) for each offense.
