6-1-5: LIMITED LOAD STREETS 1 :
   A.   It shall be unlawful to operate any vehicle on any streets located within the city when the gross weight of such vehicle shall exceed twenty thousand (20,000) pounds, except for Chestnut Street.
And on any street where the weight of vehicles permitted on such street is limited by ordinance, and signs indicating such limitations are posted, it shall be unlawful to operate a vehicle in excess of such weight on such street, except for the purpose of making delivery or picking up a load.
   B.   The city council, upon application made in writing, may grant to any existing resident of the city who, upon the effective date of this chapter, owned or utilized vehicles in excess of twenty thousand (20,000) pounds within the city, the privilege to operate said vehicles upon limited load streets as set forth herein, to their personal residences or abodes. The exception shall allow the use of the limited load streets in a manner allowing only the most direct travel to and from the personal residences or abodes. The privilege may be revoked by a majority vote of the city council in the event that the exercise of the privilege creates or constitutes a nuisance, a hazard or a condition dangerous to the health, safety and welfare of the city.
