Whoever shall leave open any coal hole, cellar door, vault, well, excavation, ditch or other hole upon or adjoining any street, alley or sidewalk within the City without securing or protecting the same so as to prevent persons or animals from falling therein, shall be fined not less than ten dollars ($10.00) nor more than twenty dollars ($20.00).
