Pursuant to the regulations of this chapter, it shall be the responsibility of the owner or owners of the mobile home park to provide for the general maintenance of the streets, curbings, sidewalks, and any accessory building, also, to provide for and enforce the general cleanliness of the entire park area. Abandoned automobiles and/or vehicles must be removed from the general park area, at the park owner's expense. An "abandoned automobile or vehicle" is an automobile or vehicle that is unlicensed or inoperative. The enforcing officer is hereby granted the power and authority to enter upon the premises of such mobile home park at any reasonable time for the purpose of verifying compliance with this chapter. Failure to conform to the aforementioned regulations of this chapter shall be cause for revocation of the park license; and the owner or owners upon conviction shall be subjected to all the penalties as set forth in section 3-11-1 of this title.
