No railroad or railway corporation or the directing officers thereof, or operator of a train of railroad cars shall unnecessarily obstruct or prevent the use of any public street within the village by permitting a railroad car or cars, a locomotive or locomotives, or a railroad train to remain so close to a railroad crossing that the automated street traffic control gates are closed or to remain upon or across such public street, for longer than ten minutes to the hindrance or inconvenience of travelers, or a person or vehicles passing along or upon such public street. It shall likewise be unlawful for any railroad train to stop within any intersection or on a crosswalk for the purpose of receiving or discharging passengers or cargo.
