§ 96.33 BACKFILLING REQUIRED.
   All openings, after completion of the necessary work or repairs, shall be closed by applicant by backfilling in accordance with the following minimum specifications:
   (A)   Suitable backfill material, which material must be pre-approved by the Village Administrator, shall be granular in nature, and it shall be compacted under and around the conduit in layers not to exceed eight inches in thickness. Such compaction shall be performed with mechanical tampers or hand tampers; and
   (B)   The remaining portion of the opening shall be backfilled as follows.
      (1)   During the months of April through October, inclusive, the opening shall be backfilled with compacted sand up to 13 inches from the surface, followed by nine inches of concrete. The remaining four inches shall be asphalt, which shall be and remain flush with the surface.
      (2)   During the months of December through March, inclusive, the opening shall be backfilled with compacted sand up to nine inches from the surface. The remaining nine inches shall then be filled with concrete up to and flush with the surface.
