(A) It shall be unlawful to dispose of any trash, garbage, or refuse of any kind by outside burning within the corporate limits of the village or to undertake or permit any outside burning except under the following conditions.
(1) It shall be lawful to do outside cooking with charcoal fuel in appropriate burners or barbecue pits constructed for that purpose.
(2) The Mayor is hereby authorized to lift the ban on burning outside for a period of not more than four weeks, once in the Spring and once in the Fall of the year, and thereby permit the burning of leaves, garden refuse, and shrub clippings, in a manner however that will not be hazardous or injurious to other property.
(3) Outside burning of any kind other than that authorized in this section shall be permitted only after receiving written permission from the Fire Control Committee of the village.
(B) No outside burning permitted under this section or through the action of the Fire Control Committee shall be construed as authorizing or making lawful any such burning which is prohibited under applicable federal or state laws or regulations which are interpreted to be superior to or to supercede this section.
