No owner, agent, lessee, tenant, or occupant of any lot or land located within the village, upon which is erected a structure or other improvement equipped with gutters and downspouts or other system for the purpose of collecting and disposing of rain and other natural accumulations of water, shall cause or permit such waters to be discharged into the sanitary sewer system of the village.
