§ 31.25 TOWN ADMINISTRATOR.
   (A)   Creation. There is hereby created the position of Town Administrator, an appointed officer of the town, an officer of the town that works at the pleasure of the Town Board of Trustees.
   (B)   Duties.
      (1)   Manages governmental affairs of the town and works with numerous departments, boards, authorities, commissions and public trusts;
      (2)   Reports to Town Board of Trustees regularly, but no less frequently than monthly, regarding the financial condition of the town and the public trusts of which the town is the beneficiary. Suggests changes and improvements to programs and services;
      (3)   General supervision of department heads, providing support, counseling and guidance as appropriate and advising as to compliance with applicable laws and regulations;
      (4)   Evaluates department heads and makes recommendations to Board of Trustees as to compensation and any other employment issues;
      (5)   Serves as administrative department head, supervising administrative personnel;
      (6)   Makes recommendations to Board of Trustees regarding employee actions (after consultation with department heads and supervisors as appropriate) as well as contract personnel and professional consultants;
      (7)   Monitors all purchases and expenditures of municipal funds to ensure compliance with budget;
      (8)   Coordinates the resources, activities and functions of the various town offices, departments and trusts;
      (9)   Ensures that ordinances and policies of the town as well all applicable state and federal laws are observed and enforced;
      (10)   Assures effective and efficient utilization of all town resources, including employees, funds, materials, facilities and time;
      (11)   Coordinates overall operations of the town to assure optimum services to the community; coordinates efforts with trusts benefitting the town and with other entities and organizations; and
      (12)   Prepares and submits to the Town Board of Trustees reports as requested.
