§ 31.24 NEIGHBORHOOD SERVICES OFFICER.
   (A)   Creation. There is hereby created within the town government the employed position of Neighborhood Services Officer with the powers and duties hereinafter set forth.
   (B)   Powers and duties.
      (1)   The Neighborhood Services Officer (NSO) receives and investigates complaints concerning code violations, public nuisances (including weeds, trash, neglected property, erosion control and the like) and prepares required reports, abatement notices and other documentation necessary to satisfactorily remedy or resolve problems identified. Investigation may include interviewing, record searches, site examination, ownership documents, citations and appearance as witness at court or Board meetings.
      (2)   The NSO tours the town’s jurisdiction, including public and commercial buildings to detect unapproved or non-compliant construction, public nuisances, use violations, unhygienic or hazardous conditions. The NSO also initiates appropriate corrective action and conducts follow-up inspections.
      (3)   When required, the NSO inspects commercial and residential construction and remodeling projects during their various phases to ensure compliance with applicable building, zoning and safety codes, ordinances and approved plans.
      (4)   The Neighborhood Services Officer also responds to questions concerning the Interpretation, the requirements and procedures prescribed by applicable codes, ordinances and laws pertaining to assigned municipal code enforcement responsibilities. The NSO encourages public awareness of most applicable municipal codes and ordinances, through active participation in town- sponsored public information forums and interaction with the public.
      (5)   The Neighborhood Service Officer serves at the pleasure of the Board of Trustees and is under the direct supervision of the Town Administrator.
