(A) Council resolution necessary. Before proceeding to abate any nuisance described in this chapter, the Board shall first pass a resolution declaring the abatement necessary, describing the property upon which the nuisance is located, and the character of the nuisance and giving the name of the occupant or owner or agent, if known, and fix a reasonable time of not less than five days, unless there is an immediate danger to the public, for the abatement of the nuisance by the occupant or owner.

(B) Service of resolution. A copy of the resolution shall be served upon the owner of any piece of ground declared to be a nuisance, his or her agent or attorney, by some duly authorized officer or employee of the town. In case personal service cannot be made upon the owner, his or her agent or attorney, for any reason, then service shall be by publication of the resolution in the official town paper, shall be at least five days prior to the day affixed for the owner to comply with the resolution. This publication shall be sufficient notice to the owner unless there is an immediate danger to the public.
