For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates of requires a different meaning.
OCCUPANT. The person(s) in actual or constructive possession of real property.
OWNER. The owner of record of real property as shown by the most current tax rolls of the County Treasurer.
TRASH. Any refuse, litter, ashes, debris, paper, combustible materials, rubbish, offal or waste or matter of any kind or form which is uncared for, discharged or abandoned.
