There is hereby established a capital improvement fund to be known as the South Water Plant Capital Improvement Fund No. 604. The necessity for establishing this fund is to provide for additional accounting records for revenues and expenditures associated with the city’s plans for improvements and to properly account for revenues and expenses, including related anticipated grant monies.
