§ 33.07 JUNIOR FIRE DEPARTMENT.
   (A)   There is hereby created a Junior Fire Department, to be administered as provided herein.
   (B)   Any member shall be in the ninth grade or higher grade in school, and shall be at least 14 years of age, but shall not have reached his or her nineteenth birthday.
   (C)   (1)   The member shall not be permitted to engage in firefighting without the permission of the officer in charge of the emergency scene.
      (2)   For the purpose of this section, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
         FIREFIGHTING. The city’s Fire Department has been called upon to assist in controlling or terminating some emergency, including, but not limited to, a fire or other disaster that threatens to cause loss of life or personal injury or property damage. Specific conduct designated as firefighting includes, but is not limited to, operating Fire Department equipment, acting as custodians of equipment while firefighting activity is underway, being transported on Fire Department or other emergency vehicles to the scene of an emergency or being present at such a scene.
         OFFICER IN CHARGE. The on-duty firefighter, or the highest ranking firefighter, if the on-duty firefighter is not present. Junior Fire Department members shall not be allowed to drive any emergency vehicles.
   (D)   The Junior Fire Department shall have such officers, advisors, dues, uniforms, rules and other internal policies as the Fire Chief shall prescribe by separate rules.
