(A) There are hereby created 35 positions of volunteer firefighters in the service of the city, 30 of which will be to serve on the Water Rescue Team and five of which are to serve as first responders. The compensation for these individuals shall be $1 per year of service to be paid in the last pay warrant in December each year.
(B) Any member of the Volunteer Fire Department who fails to attend 27 hours of in-house continuing education in any year shall be automatically terminated as a member of the Volunteer Fire Department.
