The owner, or such other person as may have the right to possession of any structure or apparatus that causes a discharge of surface runoff or ground water into a sanitary sewer from a roof downspout, foundation drain, areaway drain, sump pump or any other source, shall cause the discharge to be terminated. Notice to require compliance with this section shall be made as provided in R.C. § 729.06.
