§ 150.03 SERVICE OF NOTICE.
   The § 150.02 notice shall be served by certified mail, return receipt requested; however, the notice recipient may sign a written waiver of the foregoing, so as to permit personal service of the notice. In the event that certified mail is impracticable, then proper service of the notice shall be made by personal service or residence service; certified mail shall be deemed impracticable if certified mailing to the proposed recipient’s last known address is unclaimed or refused, or if the presence of an emergency militates against the delay concomitant with U.S. mail. If a proposed notice recipient cannot be located, or if his or her address cannot be ascertained, then this notice shall be deemed to be properly served if a copy thereof is placed in a conspicuous place on or about the building or structure affected by this notice.
