Council on the fourth Wednesday in January prior to each primary election, shall set the amount of compensation for the ballot commissioners, election commissioners, and poll clerks, which in no case will exceed that provided for the comparable election official in State and County elections. Such compensation, as well as all legal costs of the primary and general elections shall be appropriated by Council and paid out of the general funds of the City.
