105.16 TIE VOTES IN PRIMARY ELECTIONS.

When two or more persons shall receive an equal number of votes for the same office, if such number be the highest number cast for each office, Council shall decide by lot, which of them shall be declared as elected or nominated, in the case of a primary election.
